Lottery Announces New Director of Security

Little Rock, Ark.

Lottery Executive Director J. Eric Hagler recently announced the promotion of Justin M. Webb to director of security and compliance of the Arkansas Scholarship Lottery (ASL), which is a division of the Arkansas Department of Finance and Administration. 

A native of Little Rock, Webb had been lottery security deputy director since 2021. He was hired as a lottery security specialist in 2012 and later moved to senior security specialist. Prior to joining ASL, Webb worked as a patrol officer and sergeant for the University of Arkansas at Little Rock Police Department and as a Department of Community Corrections parole and probation officer in Hot Springs. 

“The director of security and compliance must have a versatile skill set and the ability to address a unique set of licensing and security needs every day,” Hagler said. “In his new role, Justin oversees all lottery security matters, including training in security and new lottery trends, reviewing retailer applications for licensure, coordinating comprehensive theft investigations, and conducting inquiries into retailer and lottery complaints. 

“He is also responsible for reviewing in-state draws and confirming lottery policies are followed, including internal and legislative audits.” 

Webb graduated from the University of Arkansas at Little Rock in 2004 with Bachelor of Arts degrees in political science and criminal justice. He graduated from Little Rock Central High School in 2000. He received certificates from the Arkansas Law Enforcement Training Academy in 2007 and the Criminal Justice Institute School of Law Enforcement Supervision in 2010.

More than 92 cents of every dollar of ASL revenue goes to prizes, scholarships, retailer commissions, and other expenses in Arkansas. Since 2009, the lottery has raised more than $1.2 billion in proceeds for scholarships. More than 675,000 college scholarships have been awarded to Arkansans. The lottery has awarded more than $4 billion in prizes to players, about $372 million in retailer commissions and provided more than $161 million in state and federal tax revenue.
